a response to local and governmental interest and the ongoing Executive Office
of Energy and Environmental Affairs Initiatives, the Board of Selectmen (BOS)
have appointed the Accessory Alternative Clean Energy Generation Committee (the
“Committee”) to review Carlisle’s Zoning Bylaws and General Bylaws with respect
to the advisability of changes required to permit alternative accessory
electrical-energy-generating facilities for both residential and business use,
with a particular focus on the size and impact of associated structures for
accessory wind and solar power facilities. The Committee’s review will include
input from the public, professional literature and experience, data regarding
wind and solar power potential in Carlisle, the town’s existing Personal
Wireless Service Facility zoning requirements; overall aesthetic and economic
considerations, existing and proposed state legislation and policy, and
information from other, comparable communities. The Committee also will return
to the Board of Selectmen in a year, with a draft of a proposed bylaw.

Committee commences on the day following the date that first appeared in this
Charter and terminates on March 10, 2009, unless extended or dissolved by the
Board of Selectmen earlier.

Committee’s members shall be appointed in the following manner:

The Committee members from the Board of
Selectmen, Planning Board and Zoning Board of Appeals may continue to serve on
the Committee even if such person should cease to be a member of the Board of
Selectmen, Planning Board or Zoning Board of Appeals. Any Committee member who
becomes unable to serve shall be replaced by a new appointee selected by the
applicable appointing body.
Chair shall be appointed by the Committee. The functions of the Chair are to:
a) Chair meetings,
b) Assign a committee
member, to ensure the Agenda and Minutes of prior meeting are distributed
before each meeting , and
c) Convene sub-Working
Groups from time to time to address specific issues or prepare reports for the

a) The quorum of the
Committee is four (4) voting members.
b) Decisions of the
Committee are made, generally, on a consensus basis. However, at the discretion
of the Chair, formal voting may be called.
c) The Chair, in
consultation with and assisted by the other Committee members – , has the
responsibility for preparing and distributing the Agenda and Minutes.
d) The approved minutes of
the Committee shall be retained by the Committee members and given to the Town
Clerk. A copy of the Agenda and Minutes shall be made available, upon request,
to the Board of Selectmen and the Planning Board.
Accessory Alternative Clean Energy Generation Committee shall make
recommendations to the Board of Selectmen, with copies of such recommendations
forwarded to the Planning Board and the Zoning Board of Appeals. The
expectation of the Board of Selectmen is that final, formal language changes
for the Zoning By-laws shall be developed and presented to the Board of
Selectmen. Pursuant to M.G.L. c.40A, Section 5, the bylaw revisions shall be
submitted to the Planning Board to hold a public hearing and present a report
with recommendations to Town Meeting.
